NEW BUSINESS
752 Main Street (WIC Building)
The Town Council toured the former WIC building with Assistant Town Engineer Jim Kulpa prior to the Committee meeting. Assistant Corporation Counsel Rich Gentile initiated a general discussion of the building and the issue of whether the Town should demolish the building or try to keep it. Mr. Kulpa opined that time is not of the essence, but that letting the structure sit vacant is not beneficial either. Development Director Jeanne Webb discussed the intent expressed by the Historic District Commission regarding the building, and the two Historic Districts in Town – neither of which covers this building. A general discussion of the building and the possibility of saving it followed. Ms. Webb suggested putting out a Request for Proposal (RFP) regarding the building, either for moving it or rehabbing it.

Jeanne Webb, to advertise for a Request for Proposal (RFP)
on the WIC building located at 752 Main Street.

OLD BUSINESS
Acquisition of Interest in Property Owned by the State of Connecticut (Easterly Section of Right-of-Way Along Route 2)
Assistant Corporation Counsel Rich Gentile initiated a general discussion of the Route 2 right-of-way. Corporation Counsel had discussions with the Department of Transportation and has requested that wording in the lease be amended, and we are waiting for documentation.
No further action taken at this time.
Willowbrook School: 95 Willowbrook Road
Development Director Jeanne Webb initiated a general discussion regarding the lease-back and appraisal of 95 Willowbrook Road.

Rights Agreement between The St. Rose Church Corporation of Burnside,
as Grantor, and the Town of East Hartford, as Grantee, which Easement
and Drainage Rights run on, across and under a portion of the property
owned by The St. Rose Church Corporation of Burnside and known as No.
3-33 Church Street, which Easement and Drainage Rights are more
particularly described on a map entitled:
EASEMENT MAP MAP DEPICTING PROPOSED EASEMENT IN FAVOR OF: THE TOWN OF EAST HARTFORD ACROSS THE PROPERTY OF: HARTFORD CATHOLIC DIOCESAN EAST HARTFORD, CONNECTICUT.

the property owned by 621-623 Burnside Avenue, LLC and known as 621-
623 Burnside Avenue, which Easement and Drainage Rights are more
particularly described on a map entitled:
EASEMENT MAP MAP DEPICTING PROPOSED EASEMENT IN FAVOR OF: THE TOWN OF EAST HARTFORD ACROSS THE PROPERTY OF 621 BURNSIDE AVENUE, EAST HARTFORD, CONNECTICUT.

Assistant Corporation Counsel Rich Gentile initiated a general discussion regarding the parcels at 6 Sampson Street and 3 Hillside Avenue. The Town would need to do environmental testing if there was interest in taking the properties.
